History
Plutar is a criminal who is from the dark planet of Onyx. His mere touch is toxic. After Lion-O mistakenly released him from captivity, he teamed with the Living Ooze to destroy Third Earth. However, he was recaptured by Mandora with the help of "soap" before he could do any damage.
Plutar was voiced by Peter Newman
